Trotsky (commissar for common affairs) led the negotiations Idea was to prolong the discussions long enough for a revolution and then Russia and Germany would then make a fair treaty In early 1918 the Germans made a big push into Russia and Trotsky was forced to sign

Effects?

Bolshevik popularity increased despite the losses of the treaty Once the war between Germany and the allies ended in November 1918 the treaty was meaningless
