Octobrists' programme - created after 1905 Oct. Manifesto  Basis of programme: Preservation of the unity of the Russian State. Development and strengthening of a constitutional monarchy with a represented elected assembly. Guaranteeing of civil rights. Summoning of the state Duma. Kadet's programme 1905Basic rights of citizens: All Russian citizens are equal before the law.  Every citizen is guaranteed freedom of religion. Freedom of the press.  Right to organise public or private meetings and to organise unions or societies without needing permission. Government apparatus Constitutional system of the Russian state will be determined by the constitution. Elections by a secret ballot. Local self-government extended throughout whole Russian empire. No imperial decree by the Tsar without the support of the national Parliament.
