People use both central and peripheral vision. Central vision is used for looking at objects directly, and peripheral vision is used for viewing surroundings.

Movement in Peripheral Vision

Peripheral vision is mostly used for noticing nearby movement. This is quite noticeable when there is a blinking ad on the side of the screen on a webpage. The ad is distracting because your peripheral vision is constantly picking up on the movement.
