  1. Bill is introduced to the House of Representatives and given a number by a representative.
    1. Bill is sent to a House of Representative committee or subcommittee and is debated, studied, and voted on.
      1. Bill is sent to the whole House of Representatives for a vote.
    2. Bill is introduced in the senate by a senator and is given a number.
      1. Bill is sent to a senate committee, or a subcommittee, debated, studied, and voted on.
        1. Bill is sent to the whole senate for a vote.
          1. Conference committee resolves the differences and compromises to make a bill.
            1. Bill goes back to the full house for approval.
              1. Bill goes back to the full senate for approval.
                1. If it is approved by both houses, the bill is sent to the Governor.
                  1. If the Governor says yes, it becomes a law.
                    1. If the Governor ignores it, it becomes a law.
                      1. If the Governor vetos it, Congress can override the veto with a 2/3 majority in both the House of Representatives and the Senate.
