Luego de saqueos, la presión de los sindicatos, el proceso hiperinflacionario y los planes económicos fracasados, Alfonsín decide anticiparse a su salida del gobierno, el 8 de julio cede el mando presidencial a Menem, reconociendo en esta década como perdida en el aspecto económico.
