Cuban evacuation plan: Inform the population of incoming hurricane a few days before via radio/television. 1 day later inform of evacuation in 1 day. hours later - alarm to say hurricane has struck. All vehicles are used to take people to higher ground.

Pupils learn from sixth grade how to prepare for hurricanes.

Public-private partnerships in the Cayman islands.PPP types: Recurrent contractual transactions between government and partners. Relational contracting transactions, selling government services via the private sector. Hierarchical managerial transactions - power retained by the government, but resources taken from private sector with controlled competition. 

PPP's: enable wider participation in decision making, expand the reach of the government and make decision making cost efficient.Criticisms: power sharing among unelected groups could lead to loss of legitimacy, and potential loss of innovation.National hurricane committee enacts a process of review and evaluation to ensure it can provide the best possible response to hurricanes.

Case Studies Fiji:Local level risk management approach (LLRM), aims to build the capaity of the government to deal with disasters, actively engage with local partners and feed national disaster risk reduction mainstreaming.Navua Township: situated on the navua river flood plain., flooding in 2003 and 2004 cause widespread damage to crops, homes, livestock etc. using vulnerability and capacity assessment the development priorities were identified and action plans were developed with local populations. the developemt needs were then channeled through government representatives. Steering committee oversee the project groups work. the project group undertook activity and reported back to the steering committee.
