Past continuous.
Form: to be (past)+ing
Uses:
Actions happening at the moment in the past.
2 actions progres at the same time: It was reading a book while you were doing the washing up.
Background information in a history: It was raining so Wendy decided to go to the cinema.
Present perfect simple
Form: to have (present)+past participle
Uses:
Situations that started in the past and are still true: Misster Jackins has been the head teacher for three years
Completed actions where the important thing is the resoult now: They have all done their homework.
Completed actions at a time in the past wich is not mentioned.
Present perfect continuous
To have (present)+been+ing
Uses:
Actions continouing app to now or just before now: We've been grammar exercises for over an hour.

For: I've been learning English for over three years.
Since:He's been learning Chinese since 2004.
Just: I've just been reading the school newspaper.
